{"id":15474,"date":"2026-01-22T11:01:17","date_gmt":"2026-01-22T11:01:17","guid":{"rendered":"https:\/\/weeklyyoung.pk\/?p=15474"},"modified":"2026-01-22T11:01:17","modified_gmt":"2026-01-22T11:01:17","slug":"mqm-p-demands-karachi-be-made-federal-territory-be-declared-financial-capital","status":"publish","type":"post","link":"https:\/\/weeklyyoung.pk\/?p=15474","title":{"rendered":"MQM-P demands Karachi be made \u2018federal territory\u2019, be declared \u2018financial capital\u2019"},"content":{"rendered":"<p>Muttahida Qaumi Movement-Pakistan (MQM-P) leader Mustafa Kamal on Thursday called on the federal government to declare Karachi a federal territory by making it the country\u2019s \u201cfinancial capital\u201d.<\/p>\n<p>The remarks come against the backdrop of the Gul Plaza inferno in the metropolis, which has resulted in lawmakers stressing the need for reforms in the city\u2019s administration, particularly in local governments (LGs).<\/p>\n<p>Kamal, addressing a press conference today, called on the federal government to \u201cinvoke Article 148 and 149 of the Constitution, and declare Karachi as the financial capital of the country\u201d.<\/p>\n<p>Article 148 of the Constitution pertains to the obligation of provinces and the federation, while Article 149 allows the federal government to issue directives to provinces in certain cases.<\/p>\n<p>Article 149 enables the federal government to direct provincial governments regarding the \u201cmanner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquillity or economic life\u201d.<\/p>\n<p>Kamal stressed that given the potential of the metropolis, \u201cit can not be given to such a provincial administration\u201d, referring to the ruling PPP in Sindh.<\/p>\n<p>\u201cWe have an administrative capital, but Karachi should be made a financial capital,\u201d he reiterated, adding that the demand for provinces can be addressed later.<\/p>\n<p>\u201cA city that runs the entire country cannot remain under an administration engaging in democratic terrorism,\u201d the MQM-P leader claimed.<\/p>\n<p>Kamal insisted that the current city administration was \u201cturning people against the state\u201d by \u201cdisenfranchising them\u201d, and cautioned that Pakistan\u2019s enemies stood to gain from such a situation.<\/p>\n<p>\u2018PPP taking unfair advantage of 18th Amendment\u2019<br \/>\nThe MQM-P leader further claimed that the PPP was taking \u201cunfair advantage of the 18th Amendment\u201d, alleging that it was being \u201cused against us (Karachi citizens)\u201d.<\/p>\n<p>\u201cEnd this 18th Amendment drama now,\u201d Kamal said.<\/p>\n<p>He also reiterated the party\u2019s demand for strengthening the LG system.<\/p>\n<p>Recalling the discussions ahead of the 27th Constitutional Amendment passed in November last year, he said that \u201ceven the prime minister agreed to the local government reforms\u201d.<\/p>\n<p>\u201cThe cabinet, including Khawaja Asif, Ahsan Iqbal, Rana Tanveer and Rana Sanaullah, supported it unequivocally. However, the PPP was the sole party which refused to comply,\u201d the MQM-P leader said.<\/p>\n<p>\u201cThey threatened to pull out from voting for the other clauses in the Amendment, so we had to retreat,\u201d Kamal added, echoing his stance of the PPP creating a \u201cdeadlock\u201d.<\/p>\n<p>The MQM-P has been calling for empowering LGs for a long time, even tying its support for the 26th and 27th Amendments to the inclusion of related provisions in Article 140A.<\/p>\n<p>However, after both amendments did not address the matter, the party claimed that its suggested constitutional tweaks would now be advanced as the 28th constitutional amendment.<\/p>\n<p>On Tuesday, the National Assembly session also echoed with calls for empowering LGs as lawmakers voiced their concerns over the deadly Gul Plaza tragedy.<\/p>\n<p>MQM-P\u2019s Farooq Sattar called for the \u201ccreation of more administrative units\u201d, and PML-N\u2019s Khawaja Asif also favoured strengthening LGs for better city management.<\/p>\n<p>Memon assails MQM-P for \u2018politicising\u2019 Gul Plaza fire<br \/>\nOn the other hand, Sindh Senior Minister Sharjeel Memon lashed out at the MQM-P for \u201cpoliticising\u201d the Gul Plaza incident.<\/p>\n<p>Addressing a press conference in Karachi, he regretted that \u201ccertain parties\u201d were attempting to politicise the Gul Plaza fire incident, and asserted that the Sindh government was displaying \u201cgreat patience\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Muttahida Qaumi Movement-Pakistan (MQM-P) leader Mustafa Kamal on Thursday called on the federal government to declare Karachi a federal territory by making it the country\u2019s \u201cfinancial capital\u201d.
